Before Taiwan 's Retrocession Day

Taiwan had its waterworks Danshuei in its early years. Its construction was begun in August 1895, and was finished in March 1924. Danshuei was so called “Huwei”, and was belong to Danshuei Governorate of Taihoku Prefecture during Japanese Invasion. At the time, Danshuei was an important trade port in north Taiwan , and had frequent commercial relationship with Japan , Foochow and Amoy , which were in Fukein. The streets were relatively narrow, low quality of dewatering system and backwardness of local environment. Danshuei had several shallow wells at that time, where only two of them water quality was acceptable. If there was any gastrointestinal infectious disease, it may spread to anyplaces such as Taipei , and water supply for ships was also broken off, therefore construction of water supply was first and foremost mission at that time.

Keelung city was located in the north of Taiwan that had a well-conditioned commercial harbor, and had population about 7000 people in 1895 AD. Residential water supply was provided by water wells and storage tanks at that time. Water supply could sometimes be insufficient and low drinking quality, and might be exhausted during the dry season . For long-term consideration, our staffs in early days climbed over Keelung Mountain and went deep into headwaters of Keelung River . The running of Dongshih River was abundant when it was traced upstream from Nuannuan St. in Keelung . Its highland in left riverbank was chosen to be the headspring location to build the waterworks.

Panning population to be supplied was set to 30000 people, military affairs and vessels were also included. Average water supply per person is 93 litre s per day, maximum supply per person is 125 litre s per day, and short-term maximum supply per person is 167 litre s per day.

When ratio of general water supply was considered, it was significantly promoted by over 90%. The main construction was to set rubber dam at Gongliao water treatment plant, which could pump the surface water of Shuangshi river, and was finished in October 1989.
